UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. We aim to be a bridge between Indonesia and all donors as well as a trusted partner to all stakeholders. We work in four key areas of development: Governance Reforms, Pro-Poor Policy Reforms, Conflict Prevention and Recovery, and Environment Management, with the overarching aim of reducing poverty in Indonesia. Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality, and information and technology for development. I. Organizational Context UNDP is assisting the Government of Indonesia in implementing a Local Governance Transformation Programme that seeks to facilitate the local and provincial governments in Aceh and Nias in implementing a successful governance transition/transformation from a post-disaster to a longer term development. The Programme has currently two ongoing projects, namely the Aceh Government Transformation Programme (AGTP) and the Nias Island Transition Programme (NITP). In the longer term the Programme may be extended to cover other areas where governance transformation is required so that lessons learned and best practices from Aceh and Nias can be replicated elsewhere. A Programme Strategy will then be formulated to take into account the broad landscape of local governance transformation challenges in Indonesia, while emphasizing specific roles that UNDP envisions to play and the support that UNDP intends to provide, clarifying particular areas to focus, spelling out clear strategies in implementing the Programme, and identifying potential projects to be developed under the Programme, and including adequate plan for implementing the Programme (timeframe, human and financial resources, potential partners, etc.). Under the guidance and direct supervision of the Local Governance Transformation Programme Manager, the Programme Officer is responsible for the management of projects under the Local Governance Transformation Programme. The Programme Officer works in close collaboration with the other programme units, operations, program and project teams to ensure that the activities of the projects are in line with the project plan and budget. The Programme Officer assists in analyzing trends related to his/her own area of local governance transformation, formulates, manages and evaluates project activities within his/her portfolio, and provides policy advice services. He or she is in charge of the financial management elements of the projects.
Duties and Responsibilities | II. Functions/Key Results Expected - Administration and implementation of Local Governance Transformation Programme strategies, adapts processes and procedures.
- Support to overall management of the Local Governance Transformation Programme.
- Administrative & financial and logistical support to the Local Governance Transformation Programme.
- Support in creation of strategic partnership and implementation of the resource mobilization strategy.
- Facilitation of knowledge building and knowledge sharing.
Under the direct supervision of the Programme Manager – Local Governance Transformation Programme, the Programme Officer will perform the following functions: 1. Ensures administration and implementation of program strategies, adapts processes and procedures focusing on achievement of the following results: - Presentation of thoroughly researched information for preparation of CCA, UNDAF, CPD, CPAP, effective application of RBM tools and establishment of management targets (BSC). Establishment of the mechanisms to track use of RBM tools and maintenance of RBM database.
- Presentation of information/reports for identification of areas of support and interventions.
- Implementation of the Country Office partnerships and resources mobilization strategies, preparation of reports.
2. Provides effective support to management of the Local Governance Transformation Programme focusing on the achievement of the following results: - Presentation of thoroughly researched information for formulation of country programme, preparation of draft project documents, work plans, budgets, proposal on implementation arrangements.
- Initiation of a project, entering and using data in ATLAS for project management purposes, preparation of required budget revisions.
- Provision of guidance to the executing agencies on routine implementation of projects, tracking use of financial resources.
- Follow up on performance indicators/success criteria, targets and milestones, preparation of reports.
- Analysis of the situation in Local Governance Transformation Programme, identification of operational and financial problems, development of solutions.
- Preparation and conduct of audit of NEX projects, including the components that are directly implemented by UNDP through LOAs with local government agencies, and implementation of audit recommendations.
3. Provides administrative support to the Local Governance Transformation Programme focusing on achievement of the following results: - Proper control of the supporting documents for payments, including for contracts, LOAs and others, and review of Financial Reports NEX projects and also other components that are implemented directly by UNDP through LOAs, contracts and others.
- Maintenance of the internal expenditures control system which ensures that vouchers processed are matched and completed, transactions are correctly recorded and posted in ATLAS.
- Timely corrective actions on unposted vouchers, including the vouchers with budget check errors, match expectations, unapproved vouchers.
4. Provides support in creation of strategic partnerships and implementation of the resource mobilization strategy focusing on achievement of the following results: - Analysis of information on donors, preparation of donor's profile and database, establishment of contacts with donor counterparts.
- Track and reporting on mobilized resources.
5. Ensures facilitation of knowledge building and knowledge sharing in the Local Governance Transformation Programme focusing on achievement of the following results: - Organization of training for the operations/project staff on Programme.
- Synthesis of lessons learned and best practices in Programme.
- Sound contributions to knowledge networks and communities of practice.
III. Impact of Results The key results have an impact on the overall Country Office efficiency in programme and success in implementation of program strategies. Recruitment Qualifications Education: - Master's degree in human resource management, training, curriculum design, courseware design and development, education, development, other social or natural sciences.
Experience: - Six years' professional experience national/international level in education, training or development areas.
- Proven experience in design, monitoring and evaluation of development projects
- Knowledge and experience in capacity building and governance issues are an advantage.
- Experience in the usage of computers and office software packages and in handling of web-based management system.
- Strong understanding of and experience in education, training and courseware design.
- Understanding of UNDP systems and procedure is an advantage.
Language Requirements: - Proficiency in Bahasa Indonesia is a must.
