Handicap International is an international organisation specialised in the field of disability. Non-governmental, non-religious, non-political and non-profit-making, it works alongside people with disabilities, whatever the context, in response to humanitarian crises and the effects of extreme poverty. Handicap International implements programmes of assistance to persons and local organisations, inclusion programmes and programmes focusing on the fight against the main causes of disability. It runs projects in almost 60 countries, with the support of a network of 8 national associations (Germany, Belgium, Canada, United-States, Luxembourg, United Kingdom and Switzerland)
The organisation employs almost 3300 people worldwide, 330 of whom work in France and in its European and North American sections.

JOB CONTEXT:
Indonesia is a vast country with an estimated population of 240 million people scattered over 1,919,400 square kilometers, 30 provinces and 357 districts. Indonesia is situated in one of the most active disaster hot spots where several types of disasters such as earthquakes, tsunamis, volcanic eruptions, floods, landslides, droughts and forest fires frequently occur. According to a global risk analysis by the World Bank1, Indonesia is among the top 35 countries that have high mortality risks from multiple hazards with about 40 percent of the population at risk.
After the 2004 Indian Ocean Tsunami, Indonesia enacted a new Law on Disaster Management (Law 24/2007) that outlines the principles, division of labor, organization and implementation of the national disaster management system, including the role of international organizations.
In this context, Handicap International plans to implement a multi-country project (with the Philippines). The title of the project is Mainstreaming Disability in Disaster Management Initiative.
JOB DESCRIPTION:
The DRR trainer will be directly under the line management of the Project Manager.
She/He will have to work closely with the DPOs (Disabled People Organizations) which are the implementing partners of the project. The first goal of the project is the training of local partners on Inclusive Disaster Risk Management.
HI has already developed some training manuals and IEC tools in other countries (also financed by DIPECHO). The training of the local partners will be based on these material which will be improved, adapted to the local context and translate.
Challenges and goals:
HI Indonesia will implement its first project in the field of DRR. There are no technical resources on DRR available on the Indonesian program. The DRR trainer will be the main resource on DRR to start the project.
In order to support the implementation of the project, and also to insure a high quality of documents and training, the 4 main tasks of the DRR trainer will be:
- To adapt, two existing training manuals on " Mainstreaming Disability in Community Based Disaster Risk Reduction'' :
A Training Manual for Trainers and Field Practitioners
A Facilitator's guide and tools, to the Indonesian context
- To provide training and technical support to DPOs trainers
- To define and develop a training plan with the key stakeholders of the project
- To participate to the recruitment of the inclusive DRM team and to regularly communicate with the Disability Coordinator in Philippines to share activities
CANDIDATE PROFILE:
Mandatory:
- Diploma in social sciences, management or other discipline related to the profile (emergency)
- Several years of experience in DRR projects, ideally with HI (trainer of trainers, project coordination, project management).
- Capacities in transferring skills and competencies
- Proficiency in development of didactic training material and training curricula
- Communication skills & ability to work in a complex partnership environment (Flexibility, diplomacy & patience are highly required qualities)
Complementary:
- Experience in South East Asia
- Experience in the field of disability
REQUIRED LANGUAGE SKILLS: very good written and spoken English and French
JOB ENVIRONMENT:
In Indonesia, the main activities will be implemented in the Province of Nusa Tenggara Timor and more precisely on Timor Island, in four districts (Kupang, Belu, Timor Tenggah Utara & Timor Tenggah Selatan). Even if the Trainer will be based in Yogyakarta, she/he will have to do regular visit on the field and some in Jakarta.
The project will start in June 2010, but the program is looking for someone beginning of May 2010 in order to start working on the training manuals in collaboration with the national Project Manager also recruited for the beginning of May.
The month of May will be dedicated to the preparation of the activities which will start in June, so it is a crucial phase of the project.

EMPLOYMENT CONDITIONS:
Salary: 1900 to 2200 Euros per month gross salary + 457 Euros expatriation allowance + 100% medical cover + repatriation insurance
