DIVISION PURPOSE: 
Through capacity building and through technical and programme support, the International Programme Division keeps the organisation focused on the socio-economic and humanitarian needs of vulnerable people.
The division reinforces IR's implementing structure to enable these people and their communities to develop themselves sustainably, and ensures that the organisation is prepared to respond promptly and effectively to humanitarian crises.
The division increases the organisation's ability to tackle poverty by developing and fostering partnerships and institutional relationships effectively and proactively, and by ensuring transparent and timely reporting to the organisation's donors.

DEPARTMENT PURPOSE: 
The purpose of the Regional Department, besides preparing for and responding to humanitarian crises with relevant departments, is to guide, support and monitor the country programmes to ensure the continuous development of a global programme according to the International Strategy

JOB PURPOSE:
The Programme Manager will be responsible for the development and management of projects in the districts. 

REPORTING TO: Country Director
STAFF REPORTING: Programme staff 

KEY OBJECTIVES
The Programme Manager–will strengthen the organisation's position, performance and reputation through: 

1. The coordination of IR's participation at national and/or international networks, events, conferences and other public forums.
2. Strengthening IR's visibility and contribution at public forums and with major institutional stakeholders, forging new and improved relations and partnerships appropriate to partner's offices and internal stakeholders.
3. Ensuring that IR strategy for the area is developed, compatible, and implemented efficiently.
4. Supporting the Country Director and other key team members in providing IR with timely reports and technical advice in related issues.
5. Ensure that lessons learned are captured and properly documented and archived by carrying out regular project/programme reviews.

KEY ROLES/RESPONSIBILITIES AND ACCOUNTABILITIES
The Programme Manager is accountable to fulfil his/ her roles and responsibilities in line with IR's code of conduct, values and principles, and to report to the line-manager regularly on the basis of annually defined key performance indicators (KPIs). 

1. STRATEGIC PLANNING AND LEADERSHIP INPUT TO IR PAKISTAN PROGRAMME 
- To provide strategic and technical back stopping to teams within IR's strategic parameters. 
- To lead project teams in the development of fishery based sustainable livelihood interventions in Indonesia including annual and other regular Reviews and Business Plans.

2. FUNDRAISING AND NETWORKING
- To represent IR in forums and contribute to technical interactions and discussions on the same.
- To build and strengthen significant relationships between IR partners, INGOs, UN, institutional donors and relevant government departments. 
- To lead programme team for the development of quality proposals targeting institutional funding, 
- Assume budget-holder responsibility for the project/programme to ensure sound financial monitoring and accountability of the project.

3. PROGRAMME DEVELOPMENT AND IMPLEMENTATION
- To provide a continuous assessment of the situation of beneficiary communities and advising on long-term appropriate IR interventions.
- To design and prepare proposals for long-term programme interventions and seek/or identify sources of funding for new programmes.
- To prepare regular reports on activities and the general situation for IR programme's donors and quarterly reports as agreed.
- To ensure effective technical support of the programme including the development of effective reporting system.

4. PROGRAMME MONITORING AND EVALUATION
- Lead the projects teams to develop and use innovative approaches to monitor its performance. 
- To monitor and evaluate the effectiveness of the projects. 
- To lead the DRR team to ensure the effectiveness, impact and direction of the DRR programmes using the quality guidance of the IRW Policy and Procedures Manual and other international standards.

5. CAPACITY BUIDLING 
- To identify the needs and support development of staff and partners to increase their competence in programming. 
- To participate in the recruitment, selection and induction of new staff including De-briefing of those returning from deployments and assignments. 
- To provide training to develop the capacity of IR's teams.

6. REPRESENTATION
Represent IR fishery and agriculture forums i.e. partners, local authorities, NGOs, UN etc.

7. TRAVEL
The Programme Manager is expected to spend a minimum of 50% of his time in the project sites and the team in the field.

ESSENTIAL REQUIREMENTS/PERSON SPECIFICATION
- A postgraduate degree in a relevant discipline 
- Considerable experience managing Projects with international NGOs and working on emergency and/or disaster preparedness programmes
- Successful experience in managing grants and budgets in large emergency operations.
- Substantial experience in staff management and proven abilities to lead and develop a diverse, multidisciplinary and multicultural team
- Proven experience in review, monitoring and evaluation of programmes; using of quantitative and qualitative methods and approaches to support of programme development.
- Strong and well developed analytical skills coupled with experience of writing reports that are usable by different stakeholders. 
- Proven experience of developing quality proposals and securing funding from institutional donors (e.g. DFID, EC,ECHO etc)
- Sound knowledge and commitment to participatory approaches to working with communities.
- To initiate and plan work strategically, without supervision
- To establish good working relationships with a variety of people.
- To communicate clearly in writing and orally
- To work under pressure and prioritise effectively.
- Participatory methods of community development.
- Capacity building tools and techniques.
- Familiarity with the Hugo framework, Sphere Standards, Do no harm policy, Red-Cross/Red-crescent Code of Conduct, 
- Excellent written and spoken English 
- Working knowledge of Microsoft Word, Excess
- Problem-solving skills.
- Culturally sensitive.
- Knowledge/familiarity with country/region
- Relief/Development issues
- Abide by the NGO/Red Cross/Crescent Code of Conduct and IRW code of conduct. 
- Willingness to travel extensively with short notice.
