Programme Manager - Agriculture and Market Development, Indonesia

PROGRAM/ DEPARTMENT SUMMARY:

Since 1999, Mercy Corps has been helping people in Indonesia turn the
crises of natural disaster, poverty, and conflict into opportunities
for progress. Mercy Corps' current programs in Indonesia have reached
over 1,646,804 people through urban, nutrition and health, agriculture
and economic development, disaster response and risk reduction,
climate adaptation and environmental programming. Currently, Mercy
Corps is implementing programs in Jakarta and the municipalities of
Semarang and Bandar Lampung, Aceh, Maluku, West Sumatra, and Central
Java, through a broad range of partnerships with local, provincial and
national government, as well as local NGOs and research institutes. In
addition to its long-established programs focusing on urban issues and
poverty reduction, Mercy Corps is currently helping more than 517,000
people affected by a string of natural disasters. Mercy Corps
provides both immediate aid and long-term programs to "build back
better" by improving governance, community infrastructure, health and
economic opportunities in Indonesia's most challenging urban and
coastal areas. Mercy Corps currently has a staff of 175 people in
Indonesia and a portfolio of $38 million worth of programs. Based on
our strong experience in the agricultural and market development
sector in Indonesia and worldwide, Mercy Corps is looking to expand
operations into the Papua region of Indonesia.

GENERAL POSITION SUMMARY:

Mercy Corps is recruiting for two program managers for a proposed
program entitled the Papua Agricultural Development Alliance (PADA
III). The program is a $10 million USAID-funded program that will
contribute to the food security of vulnerable Papuan households
through increased production and income. The PADA program will
increase food security through: i) the introduction of sustainable
improved production practices and technologies; ii) facilitating
access to regional and national markets; iii) cooperative development
and capacity building. The crops and areas of focus include: i) rice,
tuber, and root crops as traditional staples and for local markets;
ii) selected high-value products for regional markets such as bananas,
vegetables, pork, and artisanal fishing; and iii) high quality coffee
and cocoa for export. The PADA program will be implemented in select
communities in four districts/kabupaten (Mimika, Jayawijaya, Keerom
and Sarmi).

The program will be managed based on two geographic areas: i) the
Timika area will include work in Mimika and Wamena kabutpaten; and ii)
the Jayapura area will include work in Karrom and Sarmi kabupaten.
Implementation of the PADA III program will be supervised by two
Program Managers, one in each of the program areas. The Program
Managers will be part of the PADA III senior management team and will
each supervise an implementation team that coordinates all
agricultural and market development activities in their respective
areas.

ESSENTIAL JOB FUNCTIONS:

Program Implementation and Management: Provide strategic vision for
activities in the Timika/Jayapura area of the program and act as a
member of the PADA program senior leadership team. Manage the PADA III
program and team for maximum impact. Provide technical input on food
security, agriculture, and/or market development. Manage a team and
coordinate all activities that are focused on food security,
agriculture, and market development. Manage partner and stakeholder
relationships including with government, the ministry of agriculture,
and local partners. Oversee management and operations of field office.
Support the design and management of the PADA III M&E systems.
Facilitate experience sharing and promotion of best practices among
beneficiaries, partners, stakeholders and staff. Manage the program
budget for maximum results and according to USAID and Mercy Corps
regulation.

Staff Management, Professional Development and Team Building: Create a
work atmosphere conducive to professional growth and development of
excellent personnel at all levels. Contribute to country team-building
efforts, and ensure the integration of all team members into relevant
decision-making processes. Support in the recruitment and placement of
staff. Assist staff with training and mentoring to ensure the project
team has the skills and knowledge necessary to apply accepted good
practice.

Organizational Learning: As part of our commitment to organizational
learning and in support of our understanding that learning
organizations are more effective, efficient and relevant to the
communities they serve - we expect all team members to commit 5% of
their time to learning activities that benefit Mercy Corps as well as
themselves.

Accountability to Beneficiaries: Mercy Corps team members are expected
to support all efforts towards accountability, specifically to our
beneficiaries and to international standards guiding international
relief and development work, while actively engaging beneficiary
communities as equal partners in the design, monitoring and evaluation
of our field projects.

SUPERVISORY RESPONSIBILITY:

1. Program Implementation team in Timika Area / 2. Program
Implementation team in Jayapura Area.

ACCOUNTABILITY:

REPORTS DIRECTLY TO: PADA III Chief of Party

WORKS DIRECTLY WITH: PADA III and Mercy Corps Indonesia team, program
partners, USAID staff and other stakeholders.

KNOWLEDGE AND EXPERIENCE:

Minimum of 5 years of field experience implementing similar programs
funding by USAID or other donors such as food security, rural
development, agriculture, or market development programs.

B.S. degree in related field such as agriculture, economics, or
development is required; M.S. degree is preferred.

Experience in planning and managing integrated rural development
programs in difficult to access areas is preferred.

At least 3 years staff management experience.

Strong management skills in building inter-cultural teams and evidence
of being able to flourish in a remote setting.

High proficiency in reading, writing, and speaking English is required.

Indonesian language skills preferred or the desire to learn Indonesian
is essential.

Demonstrated attention to detail, ability to follow procedures, meet
deadlines and work independently and cooperatively with team members.

Good knowledge of Papuan and/or Indonesian agricultural sector preferred.

SUCCESS FACTORS:

The successful Program Manager will have strong interpersonal skills
and demonstrate an ability to create and maintain effective working
relationships with staff, communities, and program partners. S/he will
be able to productively work as a member of an overall project and
country team and as an individual. S/he will have a commitment to
staff and organizational learning and development and be skilled in
engaging, motivating, and encouraging staff to bring creative
solutions to development issues, identify opportunities for increased
impact, pursue project objectives, and create linkages among groups.
The successful Program Manager will also be able to prioritize and
multi-task for the timely completion of tasks. Successful candidates
will be dedicated to technical excellence in market and agricultural
development.

LIVING /ENVIRONMENTAL CONDITIONS:

This position will be based in either Jayapura or Timika.

Papua living conditions are basic and the towns of Jayapura and Timika
provide access to limited basic facilities and amenities. Standard
housing is available and utilities are available including internet.
There are restaurants available and a small number of other
expatriates living in the two towns. Basic health facilities
available, but there are no schools of international standards.

Mercy Corps Team members represent the agency both during and outside
of work hours when deployed in a field posting or on a visit/TDY to a
field posting. Team members are expected to conduct themselves in a
professional manner and respect local laws, customs and Mercy Corps'
policies, procedures, and values at all times and in all in-country
venues.
