I. Organizational Context

UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. UNDP Indonesia aims to be a bridge between Indonesia and all donors as well as a trusted partner to all stakeholders that work in five key areas of development: Governance Reforms, Pro-Poor Policy Reforms, Conflict Prevention Recovery, HIV/AIDS and Environment Management, with the overarching aim of reducing poverty in Indonesia. Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on gender equality and information and technology for development.

UNDP and Government of Indonesia are developing a decentralisation project titled Provincial Governance Strengthening Programme (PGSP) to assist the government of Indonesia to address some of the key challenges associated with decentralisation.

In 1999, through path-breaking legislations, Indonesia commenced radical decentralization. The change has also created confusion over overlapping roles and responsibilities between provinces and districts as well as concerns over the scale of proliferation of new provinces and districts. It has been observed that under the current legal framework the role of provincial government as both representative of national government and as a government of an autonomous region has been unclear or even weakened. On the other hand, making development work in sub-national regions of a vast and diverse arch pelagic country like Indonesia will need strong coordinating functions at regional level. Managing decentralization cannot be done effectively only from and by the central government. The political and administrative 'distance' is simply too long and too difficult to manage. Capable provincial government is a logical, as well as, according to Indonesian Law No. 32/2004 on Regional Development, legal solution to these problems.

Through PGSP, UNDP aims to support the Government of Indonesia (GoI) in re-defining and strengthen the role of the province in the context of decentralization in Indonesia.There is a need to strengthen government capacities at provincial level to better understand, fulfill and take charge of the mandated role as a facilitator of regional development to achive the MDGs at sub-national level. PGSP's mission is to strengthen institutional capacity of pilot provinces through: (a) enhancing the province capacity in adjusting its policies and regulatory frameworks to the revised Law on Local Government; (b) to strengthen pilot provinces' development planning and financing capacity; and (c) to strengthen capacity of the pilot provinces in delivery of public services. The pilot provinces are Gorontalo, NTT and Bangka-Belitung.

The project will be implemented under the framework of the UNDP Country Program Action Plan (CPAP) 2006-2010 applying National Implementation Modality (NIM) whereby the National Planning Board (BAPPENAS) acts as Implementing Partner. BAPPENAS, Ministry of Home Affairs and UNDP work together as the responsible parties of PGSP activities. The Project consists of the following outputs in line with PGSP missions, i.e.

Output 1

: Enhanced policy and regulatory framework Issues that further clarifies and strengthens roles and functions of provincial government and council (DPRD).

Output 2:

Strategic regional economic development is strengthened and effectively link the planning and budgeting system using the United Nations Human Development Index/ Human Development Report; with participatory decision-making mechanism in place.

Output 3:

Achievement of better development outcomes at provincial level through governance innovations: implementation of Minimum Service Standards (MSS), civil service reform, participatory monitoring and evaluation, and sustainable cross province learning.

PGSP is implemented in two pronged approaches.

PART A – PGSP will engage in strategic areas at the province level. The capacity development component will target the executive and legislative branches of government. Overall, the Project puts emphasis on collaboration among a wide range of partners and stakeholders including the legislative and executive branches of government. Civil society organizations and academia will be important partners at the province level.

PART B – PGSP will support the national government and provincial administrations in conducting policy analysis and capturing relevant lessons and experiences particularly those generated by PART A activities. Support will be provided to facilitate dialogue and debates on ways of improving the regional autonomy framework. At national level, key partners include central government, donors as well as civil society organizations and academic institutions. Dissemination of lessons learned will be an important activity.

A Project Management Unit (PMU) is established in Jakarta for the implementation of the project (including technical assistance, development of project tools and policy development component) and provide timely quality support for area teams based at the province level. Provincial teams will be established in Gorontalo, NTT and Bangka Belitung provinces.

The PMU is to recruit two Sector Coordinators in line with two approaches/parts that PGSP is implementing. Sector Coordinator B (National level) will be responsible for ensuring the delivery of national level activities which are implemented by PGSP Responsible Parties in the Ministry of Home Affairs (MoHA), namely Directorate of Regional Governance Function (Directorate General of Regional Autonomy) and Directorate of Deconcentration and Cooperation (Directorate General of Public Administration). Under the supervision of PGSP Project Manager, s/he will also be expected to coordinate closely with the National Project Director (NPD) who is the Director for Regional Autonomy BAPPENAS.

PGSP will be realized with policy instruments, namely: (a) policy advice (PA); (b) technical assistance (TA); and (c) facilitation (Fs). The Sector Coordinator B should deliver PAs, TAs, and Fs in the application of policy and regulatory making (PGSP Output 1) as well as governance innovation, such as MSS, civil service reform, participatory monitoring and evaluation, and sustainable cross province learning (PGSP Output 3). In the formulation of PA, TA and Fs activities for his/her respective scope of work, the Sector Coordinator B also has to collaborate internally with the Senior Decentralization Advisor, the National Research Team Leader, Sector Coordinator A (Provincial level), BAPPENAS-based Liaison Officer(s), and Provincial Development Officers.

Duties and Responsibilities

II. Functions/ Key Results Expected

Summary of Key Functions:

  • Providing Policy Advices, Technical Asistance and Facilitations for Policy and Regulatory Component and Governance Innovation Component, in a way so that it will clarify and strengthen the roles and functions of provincial government and council (DPRD) in Indonesia.
  • Become the communication focal point for PGSP Responsible Parties in the Ministry of Home Affairs (MoHA), namely Directorate of Regional Governance Function (Directorate General of Regional Autonomy) and Directorate of Deconcentration and Cooperation (Directorate General of Public Administration).

In ensuring the delivery of PAs, TAs and Fs,

the Sector Coordinator B

should:

  • Devise Quarterly Work Plans (QWPs) including budgets for related activities within the Policy and Regulatory Component and Governance Innovation Component and ensuring them to be in line with the Project Document (ProDoc) and the agreed Annual Work Plans (AWP).
  • Plan activities of their respective intervention and liase with pilot provinces as necessary.
  • Develop TORs and project activity briefs on all activities conducted within the Policy and Regulatory Component and Governance Innovation Component as agreed within the QWP.
  • Timely monitoring and accurate reporting requirements (substantive and financial) are met within the Monitoring & Evaluation (M&E) framework of Democratic Governance Unit (DGU).
  • Ensure that Provincial Development Officers and Jakarta-based staff maintain the same understanding of activities conducted under the Policy and Regulatory Component and Governance Innovation Component.

Policy briefs, policy papers, working papers and other publications of PGSP are published in appropriate UNDP standards of publication.

As the communication focal point for PGSP Responsible Parties in the Ministry of Home Affairs (MoHA),

the Sector Coordinator B is responsible for

  • Ensuring that the outreach strategy are well exposed for relevant stakeholders in the decentralization context in Indonesia, i.e. the general public, the central government and provincial government, the international development partners working in similar areas of decentralization in Indonesia, and donors.
  • Preparing an outreach strategy, which covers action plans with clear indicators that will serve to advocate and increase exposure on PGSP activities within the Policy and Regulatory area and Governance Innovation area implementation in Indonesia towards general public, particularly government ministries/agencies, provinces, international development partners working in similar areas, and donor agencies.
  • Coordinating the communication strategy with Sector Coordinator A and jointly set up the strategy among all PGSP units and area-based teams.

III. Impact of Results

The key results have an impact on the overall implementation quality and performance of PGSP (Provincial Governance Strengthening Programme) that implemented jointly between Government of Indonesia dan UNDP Indonesia.

Required Skills and Experience

V. Recruitment Qualifications

Education:

  • Masters degree in governance and public policy, development studies, regional development, political science, international relations, public administration, communications, or other relevant social discipline

Experience:

  • 3 (three) years of relevant experience in the areas of development and/or good governance;
  • Experience in undertaking policy research and advocacy works on development issues in Indonesia, as well as program and staff management in national organization setting;
  • Expertise in the area of decentralization, democratic governance, particulary in the legal regulations context with experience in overseeing preparation of high-quality publications;
  • Proven experience in participatory planning approaches with leadership and facilitation skills;
  • Excellent communication skills including: proven writing skills, inter-personal skills, able to adapt messages to culturally diverse audiences and public speaking in formal settings;
  • Willingness and ability to travel and stay for periods of time in different parts of Indonesia;
  • Experience in the production and development of public information and advocacy materials, a network of contacts and familiarity in working with media in Indonesia at the local, national and international levels are advantages;
  • Knowledge of the UNDP mandate and its programme of activities; and
  • A good command of Information and Communication Technology applications.

Language Requirements:

  • Excellent command of English and Bahasa Indonesia, both spoken and written.
