Background / General description
The East Asia and Pacific Region presents a dramatic illustration of the global dynamics, opportunities and risks of the 21st century. After making the fastest progress in growth and poverty reduction of any region around the world in the last fifteen years, some countries in the region are poised to become middle-income, and some are preparing to join the small group of high-income countries. Such a rapid transformation is leading to the largest shift in rural-to-urban population in human history, generating rising inequality within and across countries, leaving individuals and regions behind in the dash for prosperity. Meanwhile, the global financial turmoil threatens these gains and countries across the region are being forced to adjust to changed growth and development prospects while addressing evolving impacts on macroeconomic stability, employment and poverty. The Poverty Reduction and Economic Management Department in the East Asia and Pacific Region (EASPR) is responsible for the Bank's work in the areas of economic policy, public sector reform, governance, poverty analysis, and financial and private sector development for this dynamic and rapidly evolving region. This involves the provision of policy and implementation advice as well as financial support to our clients through analytical work, technical assistance, lending and supervision in close consultation with the field based Country Directors. In addition EASPR conducts regional studies and analyses of issues that cut across countries and require a concerted regional response; monitors economic developments across the region through its semi-annual regional updates; and partners with other departments within the region and across the Bank, as well as with relevant institutions in the region, to address key challenges facing our clients. East Asia Pacific PREM is highly decentralized with well over 60 percent of staff (international and local, bank budgeted and trust funded) located in the country offices. The Country Lead Economists (one per country management unit) are responsible for the delivery of country-based work programs, and also manage the field office staff working on their respective countries. The Indonesia Program The Indonesia program is one of the largest in the World Bank with activities that include an active program of engagement with central economic ministries, community driven development, education and infrastructure. Lending is currently around USD 2 billion a year distributed over a broad mix of program, sector and investment loans. In addition there are a large number of Trust Funds to support work in a range of sectors including education, investment, poverty and social protection. To support the Government policy agenda the mission also has a very large program of AAA that is integrated into lending and technical assistance activities. The Statistics Capacity Building Program The World Bank has been providing assistance to the Government of Indonesia to improve the national statistics system through Trust Fund for Statistics Capacity Building (TFSCB), the Bank-Korea Partnership on Poverty Reduction and Socio-Economic Development (KTF), and the Partnership for Knowledge-based Poverty Reduction. Trust fund support provides technical assistance and capacity building in social statistics, information systems management, and dissemination. In 2009, Statistics Indonesia (BPS) conducted a strategic planning process to review their priorities for the next five years, and produced a 2010-2014 strategic plan for Change and Reform for the Development of Statistics (CERDAS). This is an ambitious and comprehensive plan to overhaul the technical, as well as institutional capabilities of the national statistics office, but its implementation requires a more significant investment of resources. The Government of Indonesia intends to use STATCAP project financing (an adaptable program loan designed to enable such large-scale investment) to support the institutional reform of BPS, and is currently undertaking project preparation, which is being funded primarily by the Bank and a recipient-executed Policy and Human Resource Development (PHRD) grant. The project is expected to start in FY2011. Note: If the selected candidate is a current Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment. All others will be offered a 2 year coterminous term appointment.
Duties and Accountabilities
The initial coterminous position would be for 2 years starting in February 2011 at the World Bank Office Jakarta. The Operations Officer will work as part of the Poverty Cluster, within the Poverty Reduction and Economic Management (PREM) team in the World Bank Office in Jakarta, and will report to the Poverty Cluster Lead. The staff will work as a key person for coordinating various support projects for statistics capacity building in Indonesia under the World Bank (i.e. STATCAP, and TF support). The Operations Officer will have the following duties and responsibilities: 1. Coordinate the preparation of STATCAP project, and transition to implementation phase.  Prepare or provide inputs to project documents, terms of references and budgets.  Coordinate and participate in missions and decision meetings for project preparation, appraisal, negotiations, and board presentation.  Coordinate with other members of Bank Task Team, such as Procurement and Financial Management Officers to ensure timely response to counterpart queries and requests.  Provide inputs and guidance to government counterparts for preparation of project and implementation of the PHRD grant, and coordinate with other relevant government agencies.  Review and process project documents from government counterparts.  Prepare and monitor project budget, workplans, and human resource plans.  Liaise with other donors and national statistical offices providing support to BPS.  Assist with resource mobilization efforts, including preparation of trust fund proposals.  Coordinate with Bank team and government counterparts to ensure smooth transition to project effectiveness and implementation after Board approval. 2. Monitor and supervise the implementation of Trust Fund-support to BPS.  Provide technical inputs to BPS counterparts to ensure effective implementation of project activities.  Recruit and manage consultants.  Coordinate with other members of Bank Task Team, such as Procurement and Financial Management Officers to ensure timely response to counterpart queries and requests.  Report on progress of program implementation.  Explore development of follow-up capacity development activities based on findings of TFSCB assessment studies. 3. Support the work of the World Bank Indonesia Poverty Cluster.  Coordinate the Statistical Capacity Building work program under the overall Poverty Cluster portfolio.  Liaise with government counterparts to identify capacity building and technical assistance needs and ensure smooth implementation of the work program.
Selection Criteria
 Master's degrees and minimum 5 years of relevant experience.  Experience working with the national statistics office in Indonesia.  Proven organizational and project management skills.  Knowledge of Bank operational and procurement policies and procedures.  Experience in engaging with and managing outside consultants.  Effective oral and written communication skills in English.  Ability to work in Indonesian language is desirable.  Ability to work independently and in a multi-disciplinary team environment.  Ability to deal sensitively in multi-cultural environments and build effective working relations with clients and colleagues.  Ability to promote client/beneficiary participation and commitment to ensuring effective implementation and longer-term sustainability of projects/programs The World Bank Group is committed to achieving diversity in terms of gender, nationality, culture and educational background.
