Food and Agriculture Organization (FAO) is a United Nation agency which provides technical assistance in Indonesia. Currently, FAO is running a project on strengthening quarantine control systems for invasive alien species (IAS) in Indonesia. This project will capitalize on all the resources provided for managing sanitary and phytosanitary activities and enable the border control staff to effectively extend their functions to prevent IAS introductions. Appropriate policy directives (including the formation of an IAS Management Council or Commission and a National IAS Strategy Plan) and robust legislation were viewed as necessary prerequisites for the effective implementation of pre-border, border and post-border measures against IAS introductions. The Government of Indonesia (cq the Agriculture Quarantine Agency (AQA) of the Ministry of Agriculture) regards the outputs of the project as filling critical technical gaps and has requested FAO to provide short-term expert and consultant services (including contracts with institutions), practically oriented training, items of equipment and supplies related mainly to training and networking that are necessary to reach project objectives.

Duties and Responsibilities

Under the overall supervision and guidance of the FAO Representative in Indonesia, and under the direct technical supervision of the Chief of Plant Protection Service (AGPP) and in close collaboration with the team leader, the ICT National Training Consultant and the national project coordinator, the software design expert shall:

Summary of key functions:

  • Meet with the senior officials of the AQA and the team leader to finalize the conceptualization process of the software application to support the prevention and management of invasive alien species. It is envisaged that the application would be a web-based system which enables storage and retrieval of information of all activities associated with IAS. An example of information managed in the application can be:
  1. IAS already present in Indonesia and their distribution and management status (containment, control, eradication or no action);
  2. High risk IAS not yet present in Indonesia but could establish and have an adverse effect on the various ecosystems or habitats in Indonesia;
  3. Risk assessments conducted and decisions made on importation requests

The design and development of IAS application must address the following aspects:

  1. Accessibility – As IAS gathers its information from many stakeholders in Indonesia or world-wide, it should be easily accessible
  2. User friendliness
  3. Cost efficiency – minimum maintenance cost to keep the application available
  4. Storage – although the IAS database will likely grow at a slow pace, the existing storage space should be able to last at least three years before any upgrade is warranted
  5. Interactive feature – ability to receive updates
  6. Informative – it should provide links to the central government agencies involved in IAS prevention and management (eg. The Agricultural Quarantine Service, the Centre for Fish Quarantine, Ministry of Environment, Livestock Department, Ministry of Forestry, etc), and with the provincial government authorities involved in field surveillance or monitoring and management activities.
  7. Allow 2 user levels (admin user and regular user)
  • Design, develop and implement the IAS application keeping in line with best practice.
  • Assist the National ICT Training Consultant in testing the IAS application
  • Assist the National ICT Training Consultant in reviewing user's comments
  • Assist the National ICT Training Consultant in finding the best options to host the IAS application taking into account aspects of accessibility, cost efficiency, and maximum uptime.
  • Together with national ICT training consultant, software design expert will test the IAS application as well as its prototype.

The IAS application will consist of three components:

  1. The database; MySQL
  2. The coding component; PHP/ Microsoft DotNet
  3. The operating system; Windows 2003/Linux

Deliverables

The software design expert will produce the following deliverables in a total of 30-man days:

  1. IAS application completed to the satisfaction of AGPP and national ICT training consultant
  2. IAS application installed and running on production machine
  3. Documentation which includes: data entity relationship, database structure and codes

Impact of Results

  • Capacity building, training and/or simulation exercises organized for operationalizing the plan;

Required Skills and Experience

Qualification:

  • A degree in information systems management

Experience:

  • At least five years work experience developing PHP and/or DotNet application, preferably identifiable by an online application/portal/website that still exists.


Language Requirements:

  • Fluency in English is essential, at least at conversation level.
