Pact seeks a Chief of Party (COP) for an anticipated greenhouse gas mitigation program in Indonesia. The COP will provide leadership and management of consortium efforts in a large, multi-year REDD project with a community forestry focus. S/he will also be responsible for: meeting the project's objectives; managing staff; and developing and maintaining good working relationships among consortium partners and with government officials, community-based organizations, and other stakeholders.
The COP will be responsible for implementing a strategic and multifaceted program to reduce the threats of deforestation and climate change in Indonesia. Program components include: reducing greenhouse gas emissions by conserving ecosystem processes (including carbon sequestration), reducing deforestation and poaching threats to biodiversity, and improving local livelihoods in tandem with sustainable forest management.
Specific Duties and Responsibilities:
- Provide strategic leadership and program management
- Supervise staff and oversee financial and administrative management to ensure high levels of staff motivation, communication, commitment, capacity and teamwork
- Facilitate collaboration and effective coordination among consortium partners as well as promote coordination with USAID and other stakeholders
- Ensure timely and efficient project implementation
- Oversee the program's monitoring and evaluation system, measure performance using data analysis, and incorporate results in future workplans
- Oversee subaward management and procurement
- Provide substantial input to, and ensure accurate and timely reporting of, financial and program progress status reports to the donor and headquarters
- Perform other duties as assigned
Qualifications:
- Effective communication skills and experience coordinating multi-organization partnerships
- Strong planning, community mobilization and inter-cultural communication skills
- Fluency in English; fluency in Bahasa Indonesian a distinct advantage
- Ability to travel within Indonesia and internationally as required
Education and Experience Requirements:
- A graduate degree in forestry management, environmental management, conservation or related field
- At least ten years of forestry and biodiversity conservation sector expertise, especially related to practices for sustainable forest management, community forestry management, land tenure systems, and/or biodiversity management
- At least 5-7 years experience in program management in developing countries
- Previous experience serving as a Chief of Party or Program Director highly desirable
- Previous experience in Indonesia and/or REDD programming and carbon markets is highly desirable
- In-depth knowledge of USAID regulations, systems and procedures is mandatory
- Sub-grant management experience
