Background

UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. We aim to be a bridge between Indonesia and all donors as well as a trusted partner to all stakeholders. We work in four key areas of development: Governance Reforms, Pro-Poor Policy Reforms, Conflict Prevention and Recovery, and Environment Management, with the overarching aim of reducing poverty in Indonesia. Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality, and information and technology for development.

I. Organizational Context

BACKGROUND

Climate change will be one of the largest challenges Indonesia is facing the coming decades, both in terms of mitigation and adaptation. Indonesia is a significant emitter of greenhouse gasses. Although there are considerable uncertainties about the exact amount of Indonesia's emissions, it is undeniable that deforestation and peatland degradation are substantial and need to be reduced. Reducing emissions from these sources will not only have a global impact but will also provide opportunities to strengthen ongoing efforts to protect Indonesia's vast biodiversity. In terms of climate change mitigation, recently the UN-REDD Programme has been launched through which UNDP, FAO and UNEP will assist the major tropical forest countries reduce emissions from deforestation and degradation. Furthermore, UNDP is expanding its renewable energy portfolio to remove barriers particularly for poor communities to tap from Indonesia's large potentials for renewable energy.

Indonesia also needs to rapidly adapt to climate change as is already experiencing the impacts. These impacts are putting pressure on Indonesia's ability to meet its Millennium Development Goals (MDGs). Indonesia has made considerable progress towards meeting MDGs but major gaps remain on MDGs 4, 5, 6 and 7, which are under threat if climate change continues at its current rates. If action is not undertaken to mitigate and adapt to climate change risks then MDG achievements will be seriously jeopardized. UNDP in collaboration with key-stakeholders has started various initiatives to assist government and communities with adapting to climate change.

To assist with further designing and implementing the growing portfolio on climate change and environment, the UNDP CO Environment Unit seeks to hire a Climate Change and Environment Programme Specialist.

Under the guidance of the Head of unit/ ACD, the Programme Specialist acts as a manager of Climate Change portfolio. The main role is to manage the country programme including continued monitoring of implementation of climate change programme.

Duties and Responsibilities

II. Functions / Key Results Expected

Summary of Key Functions:

  1. Formulation of Country Office strategies, programmes and projects related to climate change and environment, and facilitation of their implementation
  2. Creation of strategic partnerships and implementation of resource mobilization strategy related to climate change and environment programmes / projects
  3. Strategic guidance for UNDP to assume a key facilitating role in Indonesia's climate change sector

1. Formulation of Country Office strategies, programmes and projects related to climate change and environment, and supervise their implementation

  • Provide overall guidance to the development and implementation of the climate change programme portfolio, focusing on adaptation, pro-poor renewable energy, and REDD
  • Map out the currently active development partners, donors and private sector actors in the field of climate change in Indonesia, conduct gap analysis, identify opportunities
  •  Develop relevant strategies and programme/project proposals (including partnership and resource mobilization strategies) and coordinate overall UNDP support to climate change.
  • Advise UNDP and UNCT on national and international developments on climate change, and assist in identifying coordinated corporate approaches.
  • Participate in various policy and partnership fora, as well as relevant international conferences and meetings on climate change.
  • Supervise implementation of projects and programmes
  • Provide overall guidance to recruitment of national and international consultants

2. Creation of strategic partnerships and implementation of resource mobilization strategy related to climate change programme / projects

  • Create strategic partnerships with key-development partners for the UN-REDD Programme in Indonesia
  • Strengthen the partnership/coordination with key stakeholders, particularly the development partners, private sector, and the government to identify opportunities, formulate joint initiatives with maximum impacts and efficiency, minimize duplication of efforts and reduce transaction costs.
  • Mobilize resources for climate change and environment projects from various sources such as the global trustfunds on climate change that are (being) established, bilateral donors, and the private sector

3. Strategic guidance for UNDP to strengthen its facilitating role on addressing climate change in Indonesia

  • Provide strategic advice to UNDP Country Office on policy engagement, dialogue, advocacy, capacity development, private sector involvement and resource mobilization, in relation to the climate change and environment.
  • Provide policy advice, strategic guidance and knowledge-sharing related to climate change to the government, UNDP and UNCT
  • Promote information sharing and facilitate dialogue within the donor community by initiating and/or participating in consultative meetings and preparing briefs and policy papers on climate change.

The incumbent will also perform other tasks as required by the Head of the Environment Unit and UNDP Senior Management.

III. Impact of Results

The incumbent will significantly contribute to UNDP's strategic positioning and interventions on addressing climate change and environmental challenges in Indonesia. With climate change being a cross-cutting issue, the results will also contribute to integrating climate change in the broader UNDP Country Office Programme. Results are also expected to serve as important inputs to UNDP's work on climate change at the regional and global level.

Required Skills and Experience

V. Recruitment Qualifications

Education:

  • A Master's degree or higher in relevant science such as in natural resource management, environment, or related field

Experience:

  • 7 years of relevant experience including analytical work, programme/project development in the areas of environment, development and climate change
  • At least 3 years at the international level
  • Experience working in UN/UNDP highly desirable

Language Requirements:

  • Fluent in English
