Puncak Jaya is an environment made of challenges: the communities are only accessible on foot, conditions of life encourage the development of infectious diseases within the population, there is no data available and health indicators still do not exist. The health situation is deteriorating. The complexity of the socio-cultural and political context makes relations between communities and health staff difficult. MDM chose to develop an anthropological approach and advocate for strengthening the right to access to health and testify on the situation of the Papuan population. MDM's activities are in line with a partnership with the local NGO 'PRIMARI' and the health authorities.
An 11 years continuous presence in Papua (8 years in Puncak Jaya) enables MDM to be attentive and available to the local communities.
Since March 2010 MdM is starting a new project on sexual and reproductive health for the communities with a specific focus on health promotion and on capacity-building of partners.
Tasks and responsibilities :
The Field coordinator will be the representative of MDM in Papua. He/she will be in charge of good implementation of the programme. He/she will be under the responsability and have the support of the MDM Indonesia General coordinator based in Jakarta, desk officer and head of mission, and get the support of HQ services.
More specifically, he/she will eb in charge of:
Containing and expanding the program 2010-2012 implemented in Puncak Jaya
- adapt the implementation of the actions's plan and MDM atretgies in Papua,
- Monthly coordination report & regular update to the Jakarta based country coordinator, desk officer & RM
- Planning and supervision of trainings for the team
- Reports to donors and write/adapt strategic document
- Evaluation tools elaboration to allow regular analyses and to measure the impact of our program.
Continuing the capacity building of the MDM main partner PRIMARI
- Be a referent on program management and follow up of their actions'plan. Continue the training the coordination team of Primari.
- Monitoring of the Primari project manager in Sinak in collaboration with PRIMARI coordinator
- Encourage and maintain regular communication with the Primari coordinator,
Supervise the MDM team in Jayapura and in Puncak Jaya:
- Management of the team in Jayapura and Mulia.
- Follow up of the project management in Puncak Jaya with the Assistant coordinator.
- Responsible for security of the team, provide regular updates to the security guideline.
Link with authorities
– Representation of MDM:
- Negotiation of a local MOU and Annual Plan of Operation with the district governmental authorities and coordination with other organizations in Papua.
-Strengthen the coordination with the district authorities.
Conditions of employment:
Status: VOLUNTEER (French law)
Monthly allowance 915 euros + perdiem
Starting: 15/06/2010
Duration: 12 months
Skills and experience:
Experience in program management.
Experience in Human ressource management
Two years relevant working experience in an NGO.
Experience in evaluation and monitoring an Institutional donor program
Experience working in coordination with humanitarian, UN, government and local partners.
Computer skills.
Interest, curiosity and respect for different cultural backgrounds, ability to consider intercultural approach.
Fluent in English, Bahasa Indonesia is an asset
Medical profile or experience in community health project will be an asset
Ability to work in resource limited and politically sensitive contexts
Willing to work and live in remote setting with limited amenities and social life.
