Established in 1915 with Helen Keller as a founding trustee, Helen Keller International (HKI) works to save the sight and lives of the most vulnerable and disadvantaged. Headquartered in New York City, HKI offers programs in 21 countries in Africa and Asia as well as in the United States. The organization combats the causes and consequences of blindness and malnutrition by establishing programs based on evidence and research. Each year, their programs directly benefit millions of people, and children are a primary concern. HKI programs address malnutrition, cataract, trachoma, onchocerciasis, refractive error and diabetic retinopathy. HKI has nearly 700 staff and a worldwide annual budget of over $40 million.
Overview:
HKI is recruiting a Country Director to represent and be responsible for all HKI/Indonesia (HKI/I) activities. In partnership with the Government of Indonesia, non-governmental organizations, universities and other partners, HKI/I participates in the implementation of programs in numerous areas, including Inclusive Education for Children with Disabilities, particularly focused on improving education for visually impaired children; Vitamin A Supplementation (VAS) promoting twice yearly VAS for children 6-59 months and for women post-partum in hard to reach, low coverage areas; Refractive error (RE) correction of school-aged children working within the school system; and Diabetic Retinopathy to enhance screening, treatment and follow-up of diabetics to prevent and treat eye disease. Additionally, HKI/I is seeking funding to adapt the HKI Homestead Food Production + Essential Nutrition Actions model to Indonesia to enable households to increase production and consumption of micronutrient-rich foods and deliver added nutritional services; to scale-up the distribution of MN Powders to children 6-23 months of age and to re-initiate the Nutritional Monitoring and Surveillance Project to monitor household economic status, food security, and child and women's nutritional status. HKI/I is one of the key technical assistance organizations in Indonesia for control of micronutrient deficiencies, prevention and treatment of eye disease and policy and program support for inclusive education for visually impaired children. In the next year, HKI/I will seek to expand its geographic reach within Indonesia in the VAS, RE and inclusive education areas.
Based in Jakarta, Indonesia, the Country Director reports to the Vice President, Regional Director for Asia-Pacific Region, and directs the work of staff and interns/consultants in Indonesia. The Country Director collaborates with Asia-Pacific Regional Office (APRO) staff, other Country Directors, and Headquarters staff, including the Senior Vice President, Programs, Finance, Human Resources and Fundraising department staff. External collaboration includes representatives of Governmental, International, University and Non-governmental Organizations within Indonesia.
Scope of the Position:
Overall Management and Leadership
•Implement program activities and manage project personnel to achieve the objectives agreed to in grants and contracts for HKI/Indonesia projects.
•Develop strategic plans to further the overall mission and specific programs of HKI that meet the evolving needs and conditions in Indonesia.
•Disseminate findings from HKI projects that are of importance to decision-makers in a position to fund or implement projects in Indonesia and internationally.
•Keep APRO and others informed about project progress, plans for the development of new programs/projects/activities and donor involvement in the overall program.
•Liaise with governmental organizations, non-governmental organizations and other partners in Indonesia and HKI Headquarters.
Programmatic
•Represent HKI and provide technical input to the government, international donor agencies and technical advisory groups pertinent to HKI project activities.
•Ensure effective project implementation and manage project personnel to achieve the objectives agreed to in grants and contracts for HKI Indonesia projects.
•Oversee research design, methodology and information dissemination needed to monitor and evaluate project activities.
•Oversee development of materials to disseminate findings and lessons learned from HKI projects that are important for advocacy with decision-makers.
•Ensure that narrative reports are submitted to APRO, Headquarters and donors as required by project agreements.
•Submit information as requested for external audiences to the Vice President, Regional Director for Asia-Pacific and key Headquarters staff for review and approval before release.
Financial and Administrative:
•Work with APRO and Headquarters to manage the annual budget development process for Indonesia projects.
•Prepare all required financial reports in compliance with grant or contract agreements.
•Ensure timely submission of financial reports within the guidelines established by the Agency.
•Authorize expenditures for grant or contract allocations for Indonesia projects.
•Ensure compliance with procedures required by grant or contract agreements for Indonesia projects.
•Hire and manage personnel for Indonesia projects in compliance with HKI policies and lead initiatives to develop staff capacity.
Marketing & Fundraising
•Oversee the generation of concept papers, proposals and other information as needed for submission to donors and others for fundraising and marketing purposes.
•Develop and disseminate appropriate packages of 'lessons learned' from HKI's experiences for Indonesia and international audiences.
•Solicit funds and in-kind donations from corporations, foundations, governmental organizations, international and bilateral agencies in Indonesia.
•Collaborate with APRO, Headquarters and HKI-Europe on fund-raising efforts.
Requirements:
•Minimum of a Master's degree in public health, nutrition, development, management or related field.
•Ten (10) years of program related experience with at least five (5) years in an international setting, preferably working with a non-governmental organization.
•Good oral and written English language skills, including the ability to quickly synthesize complex technical and programmatic issues into concise communications.
•Demonstrated expertise in leadership, staff management, program development and management, monitoring and evaluation and public speaking.
•Demonstrated ability to generate program funding including donor cultivation and grants writing.
•Demonstrated competence using word-processing, spreadsheet and statistical software; experience in data analysis and interpretation is highly desirable.
•Ability to travel within Indonesia about 25% of the time and internationally on a periodic basis.
The initial contract is for two years with the possibility of renewal depending on performance and availability of funding. Salary will be based on qualifications, experience, and funding requirements. Housing and other overseas allowances will be provided.
