Background

UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. We aim to be a bridge between Indonesia and all donors as well as a trusted partner to all stakeholders. We work in four key areas of development: Governance Reforms, Pro-Poor Policy Reforms, Conflict Prevention and Recovery, and Environment Management, with the overarching aim of reducing poverty in Indonesia. Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality, and information and technology for development

I. Organizational Context

UNDP Indonesia is providing support to strengthen the capacity of the Ministry of Health (MOH) as the Principal Recipient (PR) to manage the Global Fund to fight AIDS, Tuberculosis and Malaria grants in Indonesia since 2008. The aim is to strengthen the capacity of the PR to ensure the full and successful implementation of the remaining GFATM grants in Indonesia for AIDS, TB and Malaria. As an interim arrangement and to give the PR the necessary time to strengthen its internal mechanisms and capacities, UNDP will support the PR in financial reporting oversight, as well as provide capacity development services to national institutions, sub-recipients and other related stakeholders. The capacity development services to the PR are in the areas of financial management, procurement, and human resource management. This arrangement is of a temporary time-bound nature and a detailed transition/exit strategy for UNDP support is envisaged. The UNDP support services are part of a joint effort by the UN Country Team to support the Government of Indonesia in the successful implementation its GFATM grants.
 
Under the overall guidance of the Advisor for Strengthening Partnership and External Relationship (SPER) and direct supervisor of National Project Manager (NPM), the Project Assistant will ensures effective delivery of the project implementation by managing data and supporting the NPM in implementation of consistently with UNDP rules and regulations.
 

The Project Assistant will work in close collaboration with the project staff in the Ministry of Health and liaise with UNDP country Office as required to exchange information and support programme delivery.

Duties and Responsibilities

II. Summary of Key Functions:
  • Support to the formulation of strategic documents and activities
  • Support to the Advisor for Project and Operations Management
  • Support to knowledge building and knowledge sharing 
    1.     To provide support to the National Project Management, focusing on achievement of the following results:
    • Assist the HIV and TB component in the timely programmes and good quality implementation related issues,
    • Provide support to the preparation of documentation and progress reports on project activities for UNDP and the Principal Recipient,
    • Support in the development of terms of references for activities in support of the team,
    • Assist in planning and managing workshops related to project activities,
    • Identify opportunities for capacity strengthening and prepare plans to provide technical assistance,
    • Assist to prepare reports, and briefing notes on the status of implementation of  the project,
    • Provides a weekly report summarizing the support of the project team to the MOH,
    • Assists to coordinate activities with PMU GF-TB and GF-AIDS,
    • Prepare minutes of meetings and daily correspondences, and
    • Perform other duties as required to support the work of the project team based in the MOH.
2. Provides support to the National Project Management, focusing on the achievement of the following results:
Provides support in to the UNDP project team to strengthen the operations and internal control with PRs for AIDS, TB, and Malaria,
  • Provides support in the management of the UNDP project team to ensure their effectives and efficiency,
  • Support on the resource mobilization strategy in coordination with the Advisor for SPER and NPM, by analyzing the information from donors, and preparation of donor's profile,
  • Track and reporting on mobilized resources, as well as to review the contributions agreement and managing contributions in coordination with HIV cluster of PRU-UNDP.
3. Ensures facilitation of knowledge building and knowledge sharing in the CO focusing on achievement of the following results:
  • Participation in the trainings for the operations/projects team on project management, finance, procurement and M&E
  • Organization of trainings for the operations/ projects staff on programme.
  • Synthesis of lessons learnt and best practices in programme.
  • Sound contributions to knowledge networks and communities of practice.

III.  Impact of Results

The key results have an impact on the overall performance of the Project Unit and success in implementation of programme strategies. Accurate analysis, data entry and presentation of information ensure proper project implementation.

Required Skills and Experience

Recruitment Qualification:

Education:

  • Minimum Bachelor Degree in Economis, Public Administration, Political Sciences and/or Social Sciences, or other relevant subjects.

Experience:

  • 5 to 6 years of progressively responsible on project management experience is required at the national or international level;
  • Experience on Health and/or GFATM project is preferred ;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems.
