SERASI is a USAID funded project that provides grants to (primarily) local NGOs and civil society organizations to implement strategic and sustainable programs throughout Indonesia that contribute to the enhancement of peaceful, stable, and democratic communities.
SERASI funded programs aim to: strengthen communication and trust between diverse groups; provide skills for people and organizations to deal with potentially destabilizing issues; contribute to social, economic, and political development that lead to more harmonious communities; and promote continued tolerance and appreciation of pluralism. Our program currently includes activities for Aceh, Papua, Sulawesi, and the Malukus. SERASI is implemented by International Relief and Development (IRD), an international non-profit organization in Indonesia.
SERASI has an immediate opening for an Indonesian national for the position of East IndonesiaProgram Manager based in Palu.
General Description of Role:
As a member of the SERASI senior management team, the Program Manager is the key contact for all SERASI activities in Eastern Indonesia, and is expected to play an important role in the successful development and implementation of the SERASI grant programs in East Indonesia, which covers Central Sulawesi, Maluku, North Maluku, and Papua. The Program Manager will lead the Eastern Indonesia team in grant development, implementation, monitoring and
evaluation, grant closeout, and reporting. The position reports to the program Chief of Party and has management responsibility for 15+ staff in Palu.
Main Responsibilities :
1. Be managerially responsible for the Central Sulawesi office based in Palu and represent SERASI in all meetings;
2. Ensure that all programs supported by the Central Sulawesi office are in line with and finally support the strategic vision for each province;
3. Ensure there is internal consistency within and between all the program elements of the East Indonesia program activities;
4. Ensure the East Indonesia program is synergistic with other donor and government programs in the region;
5. Ensure programs/grants in East Indonesia are implemented in timely manner and within the agreed budget.
6. Ensure the targeted program/grant budget and monthly burn rate for East Indonesia are achieved
7. Maintain good relations with all Local Government counterparts;
8. Supervise all staff in the Central Sulawesi office to ensure that the office is operated in the most efficient manner;
9. Share any managerial or programmatic lessons learned with the Field Manager Aceh and with the COP/DCOP;
10. Consolidate all reports from the other Palu-based officers into a monthly, quarterly, six-monthly and annual report format to be submitted to the COP for incorporation into the SERASI reports to USAID and IRD Jakarta/Washington as appropriate;
11. Support all Palu-based staff through undergoing troubleshooting, as needed, and in their absence, through deputizing for them;
12. Undertake regular field visits to grantees to monitor progress;
13. Liaise closely with the M and E Manager in Jakarta to ensure M& E requirements;
14. Up load all Program Management information to PBMS database no uploaded by other Jakarta- based Managers;
15. Act, when necessary, as a member of the Grants selection committee;
16. Contribute to the finalization of all personnel, program development, procurement and grants manuals as necessary;
17. Other operations, management and administrative tasks consistent with the overall scope of this position and any other duties as directed by COP/DCOP.
Required Qualifications:
University degree in a relevant field is required. Minimum 5 years experience working in a similar position in an NGO or an international organization dealing with project management and/or program development.
Grant management experience, and technical expertise in peace building and/or conflict mitigation highly desirable.
Additional Skills:
Strong English language skills, speaking and writing;
excellent organization, social, and communication skills;
excellent computer skills;
Good knowledge of basic project administration such as finance, HR, and procurement; and ability to work independently.

Must have a willingness to: travel, work effectively in a fast-paced environment, be flexible, perform other duties, and work irregular hours.
