Cost-Benefit Analysis of Road Construction in Aceh
Background
Aceh is currently working towards a sustainable and environmentally
friendly economic development strategy, known as the 'Aceh Green
Vision'. The Governor has recently established an Aceh Green
Infrastructure Task Force, which will focus on road construction as a
priority issue. There are numerous road construction projects
currently underway in Aceh, or being proposed, and the majority of
these will upgrade pre-existing roads or construct new roads to reduce
transportation time and increase market access between relatively
high-density human population centres. It is anticipated that these
roads will yield tangible economic benefits with minor social and
environmental costs. In contrast, there are several planned road
construction projects that will connect lower density human population
centres by bisecting watershed forests that have been designated as
Protection Forest (Hutan Lindung) or a National Strategic Biodiversity
Reserve. The social, economic and environmental benefits of these
proposed roads are less clear and warrant further investigation,
especially in relation to their costs.
Objective
Working with the Aceh Forest Environment Project (AFEP) team located
within Banda Aceh and with the Aceh Green Infrastructure Task Force,
provide the Government of Aceh with a technical review of the
environmental, social, economic and legal aspects of current and
planned road development projects and recommend guidelines for road
construction best practice policies compatible with the Aceh Green
Vision.
Tasks
1. Collation and review of existing data on current and planned road
construction or upgrade projects in Aceh at national, provincial and
district levels, with a particular emphasis on new roads in remote and
rural areas, especially those in the Ulu Masen forest complex and
Leuser Ecosystem.
2. Conduct a rapid evaluation of current road projects and select a
maximum of four projects for in-depth cost-benefit analyses. These
analyses should incorporate road construction costs, environmental
costs, socio-economic costs for the proposed and also alternative
construction routes, including upgrading pre-existing road/s.
3. Compare internationally accepted best practices in road planning,
design and development with the current processes applied in Aceh.
Processes to be compared should address, but need not be limited to,
the following factors:
• Decision making process on route construction, including project
participants, ratification, document drafting;
• Design specification for lowest possible environmental impact in
relation to anticipated transportation needs;
• Budget allocation;
• Public consultation and tendering process;
• Feasibility study, including AMDAL;
• Comparison of road planning and development processes compared to
those mandated by Government of Indonesia and Government of Aceh
legislation; and
• Comparison of current practices with internationally recognised best
practices for road construction.
4. Prepare a list of unviable road projects proposed in each district,
and in between districts, which need reconsideration and prepare set
of guidelines for future road projects to minimise any negative
environmental impacts.
5. Prepare guidelines for the Government of Aceh to develop a policy
on road infrastructure in Aceh based on cost-benefit analysis.
Timing
April for one month (20 working days).
Qualifications
Relevant Bachelors or Masters degree (environmental science and/or economics).
Experience conducting cost-benefit analysis.
Excellent writing and communication skills including drafting reports
and guidelines.
Fluency in English and Indonesian language preferable.
Previous experience working in Aceh preferable.
