The American National Red Cross (ARC) is one of the initial humanitarian organizations to respond to the December 26, 2004 tsunami. It has since been engaged in recovery activities targeting tsunami-affected communities in Indonesia, Sri Lanka, the Maldives, Thailand, and India, as well as other affected countries in south Asia and east Africa.
The American Red Cross Organisational Development and Capacity Building Project(OD-CB) project seeks to improve the Indonesian Red Cross (Palang Merah Indonesia- PMI) effectiveness and sustainability in delivering services with the focus on improving financial management, resources mobilisation and volunteer management capacities. The project aims to develop the related business processes and operating systems with the PMI National Headquarters (NHQ), Nanggroe Aceh Darussalam (NAD) chapter and 21 branches in NAD provinces which were affected by tsunami, as pilot offices. The process rollout to other Chapters and Branches are not covered by this project. OC-CB project is being implemented in close collaboration with PMI National Headquarters, NAD chapter and the 21 targeted branches in order to reinforce the ownership and to ensure the sustainability of the project.
The consultancy is scheduled to begin from the fourth week of April and complete all field works before end of May 2010.
Scope of the work 1. Develop the evaluation protocol detailing the methods and instruments. This will also include working with project team and relevant people in developing and agreeing on key evaluation question 2. Review of relevant including but not limited to project documentation, records, and monitoring reports 3. Interviews with managers, supervisors and staff involved with the project including PMI Chapter, field staff, ARC project staff and management. 4. Collect relevant quantitative and qualitative data using instruments agreed in the evaluation protocol and analyze 5. Prepare evaluation report following the evaluation guidelines and standard with findings and recommendation for future 6. Adhere to all relevant policies and procedures of the ARC.
Job Qualifications and experiences: · At least five years of experience at national/international level in conducting evaluation of programs · Previous experience in evaluating capacity building programs of Red Cross, NGOs or similar programs. · Masters degree preferred, or equivalent combination of education and relevant work experience; · Demonstrated experience particularly with qualitative research · Strong interpersonal skills; ability to work together with partner senior staff, volunteers and other relevant stakeholders at different levels. · Computer skills in the areas of word, spreadsheets, and power point presentation · Proven report writing skills in English with excellent speaking capacity; · Experience working in Aceh and Tsunami affected communities preferred;
