Background

UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. We aim to be a bridge between Indonesia and all donors as well as a trusted partner to all stakeholders. We work in four key areas of development: Governance Reforms, Pro-Poor Policy Reforms, Conflict Prevention and Recovery, and Environment Management, with the overarching aim of reducing poverty in Indonesia. Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality, and information and technology for development.


I. Organizational Context
The Aceh Government Transformation Programme (AGTP) is a project implemented under the guidance and direct supervision of the Governor of Aceh, UNDP is partner agency to this project, which is executed according to the "National Execution" modality agreed between UNDP and the Government of Indonesia. This project includes, among others, provision of Special Advisers who provide policy support to the Provincial Governor, capacity building and technical assistance for the provincial government staff and a fortification programme of support to the provincial Personnel Management, Education and Training Agency (BKPP).

The Project Officer is assigned to manage the day-to-day project implementation of the component assigned and provides support to, and is supervised by, the National Project Manager (NPM) in overseeing the overall efficiency and effectiveness of AGTP project management. He/she is to organize and plan project implementation according to AGTP objectives and adhere to UNDP rules, regulations and procedures whilst achieving UNDP Country Programme outcomes. Also, he/she is expected to establish rapport and collaboration with beneficiaries and stakeholders.

As the person responsible for a project component delegated by the NPM, the Project Officer supervises all other Project Management Unit (PMU) staff (Project Associate and Project Assistant) assigned to the said component. He/she works in close collaboration with the other staff within the PMU (e.g., finance and procurement) as well as with staff of the UNDP Aceh Operations Centre as required for resolving complex implementation-related issues and to exchange information. He/she establishes constant communication with other components to ensure coordination and synchronizationcoordinate and synchronize 

Duties and Responsibilities

  • Strategic direction of the programme
  • Management of the AGTP programme and supervision of the Programme team

  • Policy advice to the Government and facilitation of knowledge building and management
  • Capacity development

1. Strategic direction of the programme:

  •  Build and maintain close cooperative relationship with relevant stakeholders and partners in Aceh, including, but not limited to, provincial and district government agencies, civil society organizations, academic institutions, media, development organizations, etc.
  • Provide technical assistance and advice on governance to relevant stakeholders and partners in Aceh, particularly the provincial and district governments and their agencies.
  • Conduct / participate in coordination meetings, forums and other relevant events in Aceh to be abreast of issues in local governance in Aceh and guide discussions in the areas of UNDP supports. 
  • Support the implementation of all LoAs by SKPAs to achieve AGTP outputs.

2. Programme management and supervision of the programme team:

  • Provide oversight to planning, budgeting, implementation and monitoring of the programme, tracking use of financial resources in accordance with UNDP rules and regulations.
  • Undertake effective monitoring, measuring programme and analyzing programme environment for timely readjustment of programme thrusts.
  • Build teamwork and provide leadership to the team.

3. Strategic partnerships and support to resource mobilization:

  • Collaborate in the development and implementation of the Aceh Province partnerships and resources mobilization strategies to achieve programme outcomes.
  • Create and coordinate partnerships with the UN Agencies, MDF, government institutions, bi-lateral and multi-lateral donors, private sector, civil society etc., determining programmatic areas of cooperation, based on strategic goals of UNDP-AGTP, programme needs and priorities of donors.
  • Gather and analyze information on donors, prepare substantive briefs on possible areas of cooperation, and identify opportunities for cost-sharing.
  • Assist in the recruitment process by SKPAs to undertake LoA activities.

4. Policy advice to the Government and knowledge building and management:

  • Identify sources of information related to policy-driven issues, and identify and synthesize best practices and lessons learnt directly linked to AGTP policy objectives.
  • Develop policies and institutions that will address the AGTP problems and needs in collaboration with the Aceh Provincial Government and other strategic partners.
  • Contribute inputs to knowledge networks and communities of practice.
  • Organize trainings for PMU staff.

5. Capacity development:

  • Incorporate the best practices from donor programmes into mainstream government methodologies and systems to ensure their sustainability
  • Analyze and appropriately respond to capacity development needs of SKPAs.

III. Impact of Results

The key results have a direct impact on the overall efficiency and effectiveness AGTP project management. Project implementation that in line with the objectives of the project and UNDP rules, regulation and procedures is critical to ensure achievement of UNDP country programme outcomes. A client oriented and efficient approach has impact on the image of UNDP Indonesia.

Required Skills and Experience

V. Recruitment Qualifications

Education: 

  • Bachelor degree / Master Degree in Business Administration, Law, Public Administration, Economics, Political Sciences, Social Sciences or related field .

Experience: 

  1. Bachelor degree with a minimum 6 years of relevant experience / Master degree with a minimum 2 years of relevant experience at the national or international level dealing with capacity building and local governance, and establishing inter-relationships among international organization and national governments.
  2. Proven experience in project design, implementation, monitoring and evaluation of development project activities.
  3. At least 2 years of staff management experience i.e. directly supervising/managing staff and project management experience.
  4. Demonstrated knowledge and experience in working on bureaucratic reform/decentralization process is essential.
  5. Training of Trainers (TOT) on Common Assessment Framework (CAF) or similar assessment methods is preferable
  6. Experience in the usage of computers and office software packages, experience in handling of web based management systems.
  7. Familiarity of UNDP system, and has experience in working with UNDP rules and procedures is an advantage.
  8. Familiarity of Aceh Provincial/Local Government is an advantage.

Language Requirements: 

  • Fluency in both written and oral English . Working knowledge in Acehnese language is desirable.
